This new update includes the new regulations on the carriage of dangerous goods with:

  • The application of ADR regulations 2009 on the international transport of dangerous goods by road.

  • The application of the IMDG Code 2008 including Amendment 34-08, relating to international maritime transport of dangerous goods.

  • The application of IATA regulations 2009 "50th edition" on the international air transport of dangerous goods.

  • Taking into account of restrictions on the marketing and use of dichloromethane, organostannic compounds, lamp oil and liquid fire starter.

A new update of Infodyne software (WLABEL, WSDATA and WLABELPRINT) is now available, it includes:

  • The application of the Regulation 1272/2008 or Regulation known as CLP "Classification Labeling Packaging ", with the taking into account of Table 3.2 (Annex VI) on the harmonized classification and labeling of hazardous substances from Annex I to Directive 67/548/EEC. The Regulation of 16 December 2008,  was published in the Official Journal of 31 December 2008 (L353).

  • The application of the Directive 2009/2/EC, 31th amendment of Directive 67/548/EC about the classification, packaging and labeling of dangerous substances. This directive of 15th January 2009 was published in the OJEU of 16th January 2009 (L11). This directive entered into force on the twentieth day following its publication in the Official Journal of the European Union and is be transcribed by the Member States no later than 1st June 2009.

2009, moving toward new system of classifying and labeling chemicals Print

Labelling GHSOn 31 December 2008, Regulation (EC) No 1272/2008 or "CLP" Regulation  (Classification, Packaging and Labeling) was published in the European Official Journal.

This new system of classification and labeling will result to show progressive new data on the labels of chemicals: new hazard pictograms, hazard statements (H Phrases), precautionary statements (P Phrases) and signal word (Danger or Warning).


The 30th and 31st adapting Directive 67/548/EEC relating to the classification, packaging and labeling of dangerous substances, respectively published in August 2008 and January 2009, are applicable from 1st June 2009.
Annex I to Directive 67/548/EEC contains a list of dangerous substances, together with particulars of the classification and labelling of each substance. That list needs to be updated to include further notified new substances and further existing substances, as well as to adapt certain entries to technical progress. In addition, it is necessary, in that Annex, to delete entries for certain substances.

At the same time Annex I to Directive 67/548/EEC has been repealed by Regulation CLP who did not take into account the 30th and 31st ATP. The European Commission said that the 31st and 30th adaptation of Directive 67/548/EEC can be applied pending the publication of an adaptation of the 1st CLP Regulation, which is scheduled for autumn 2009 which will take into account substances Annex I to the 31st and 30th adaptations.

31th ATP of the directive 67/548/EC Print

The directive 2009/2/EC OF THE COMMISSION of 15 January 2009 amending, for the purpose of its adaptation to technical progress, for the 31st time, Council Directive 67/548/EEC on the approximation of the laws, regulations and administrative provisions relating to the classification, packaging and labelling of dangerous substances, was published in the European Official Journal of 16 January 2009.

Member States shall bring into force the laws, regulations and administrative provisions necessary to comply with this Directive by 1 June 2009 at the latest.

This Directive shall enter into force on the twentieth day following that of its publication in the Official Journal of the European Union.

 
Regulation (EC) N° 1272/2008 or regulation CLP (Classification, Labelling and Packaging) Print

The regulation (EC) No 1272/2008 OF THE EUROPEAN PARLIAMENT AND OF THE COUNCIL of 16 December 2008 on classification, labelling and packaging of substances and mixtures, amending and repealing directives 67/548/EEC and 1999/45/EC, and amending Regulation (EC) No 1907/2006, was published in the European Official Journal of 31 December 2008.

This Regulation shall enter into force on the 20th day following its publication in the Official Journal of the European Union. Titles II, III and IV shall apply in respect of substances from 1 December 2010 and in respect of mixtures from 1 June 2015. This Regulation shall be binding in its entirety and directly applicable in all Member States.
