ADR
European Agreement concerning the International Carriage of Dangerous Goods by Road
  
Aerosols
Non-rechargeable containers meeting the requirements of Chapter 6.2.4 of the ADR, made of metal, glass or plastic, containing compressed, liquid or pressure-dissolved gas, with or without a liquid, a paste or a powder, equipped with a dispensing mechanism used to expel the content in solid or liquid particles suspended in a gas, or in the form of a foam, paste or powder, or in a liquid or gas state.
  
Surface Agent
Any organic substance and/or preparation used in detergents, with surface active properties, consisting of one or more hydrophilic groups and one or more hydrophobic groups, of such a nature and size that they are able to reduce the surface tension of water and form mono-molecular layers of dispersion or adsorption at the water/air interface, as well as forming emulsions, and/or micro-emulsions, and/or micelles, and enabling adsorption at the water/solid interface.
  
Aqueous (Solution)
Liquid phase, containing several chemical species, including one that is a predominant majority, water (solvent).
  
Spontaneous Combustion
Temperature at which a gas or vapour spontaneously combusts in the absence of a pilot flame.
  
Bioaccumulation
A substance meets the criteria of bioaccumulation (B-) when the bioconcentration factor (BCF) is greater than 2000.
A bioaccumulation evaluation is based on measured data pertaining to the bioconcentration in aquatic species. The data used can pertain to fresh water or salt water species.
  
Bioaccumulable (Very)
A substance is considered very bioaccumulable (VB-) when the bioconcentration factor is greater than 5000.
  
Biocides
Active substances and preparations containing one or more active substances in a form in which they are delivered to the user, that are intended to destroy, repel or render harmless, harmful organisms, and to prevent their action or fight them in any other way, through a chemical or biological action.
  
Carcinogen

Substances and preparations that, through inhalation, ingestion or skin penetration, can cause cancer or increase the likelihood of cancer.

  
CAS

International number assigned by the Chemical Abstracts Service to designate a chemical substance.
Format: '6 digits (maximum) – 2 digits – 1 digit'

  
Combustion Agent
Substances and preparations that, when in contact with other substances, such as flammable substances, cause an extremely exothermic reaction.
  
Corrosive Agent
Substances and preparations that, when in contact with living tissue, may result in a destructive effect on said tissue.
  
VOC

Any organic compound with a boiling point, measured at standard pressure of 101.3 kPa, of less than or equal to 250° C.

VOC Content: Mass of volatile organic compounds, expressed in grams per litre (g/l) in the formulation of a ready-to-use product. The mass of volatile organic compounds in a given product that undergoes a chemical reaction when dried to form a coating, is not considered to be part of the VOC content.

  
Dangerous for the Environment

Substances and preparations that, when they come into contact with the environment, present or may present an immediate or deferred risk for one or more components of the environment.

  
Waste
Materials, solutions, mixtures or objects that cannot be used as-is, but that are transported to be reprocessed, discarded in a landfill or eliminated by incineration or another method.
  
Detergent
Any substance or preparation containing soap and/or other surface agents intended for washing and cleaning processes. Detergents may exist in any form (e.g. liquid, powder, paste, bar, slab, moulded pieces, bricks) and be sold or used for domestic, institutional or industrial purposes.
  
EINECS
The European Inventory of Existing Commercial Chemical Substances (EINECS) is the list of chemical products sold in Europe.
This inventory contains a list of all chemical substances sold on the community market prior to 18th September 1981.
  

 ELINCS

The European List of Notified Chemical Substances (ELINCS) is the European inventory of chemical products reported as being sold in Europe.
This inventory contains a list of “new” chemical substances introduced to the community market after 18th September 1981.

Explosives
Solid, liquid, paste or gelatinous substances and preparations that, even without the addition of atmospheric oxygen, may cause an exothermic reaction with the quick development of gas, and that, under specified testing conditions, detonate, quickly conflagrate or, under the effect of heat, explode when partially confined.
  
Fusion
Temperature at which the solid and liquid states of a body occur simultaneously.
  
GHS
Globally Harmonised System
  
Packing Group
“Packing Group,” for packing purposes, is a group to which certain materials are assigned according to their danger level for shipment.
The various packing groups have the following meanings, which are specified in Part 2 of the ADR:
  • Packing Group I: Very Dangerous Materials
  • Packing Group II: Moderately Dangerous Materials
  • Packing Group III: Low-Danger Materials
  
Aliphatic Hydrocarbon

Compound in which the carbon chain is linear and can be divided.

  
Aromatic Hydrocarbon

Compound that contains a cyclical system. The simplest aromatic hydrocarbon is benzene C6H6. With two cycles, we have naphthalene C10H8 (2 connected cycles) and biphenyl C12H10 (2 cycles bound by a simple bond). The alkylbenzenes include toluene C6H5-CH3.

 

  
Halogenated Hydrocarbon

Organic chemicals in which the molecules contain at least one halogen atom. The following elements are halogens: Fluorine, chlorine, bromine, iodine and astatine.
Example: Dichloromethane, Trichloroethylene, Chlorobenzene, and others.

  
Hydrophilic Agent
Compound that is soluble in water but insoluble in a fatty medium.
  
Hydrophobic Agent
Compound that is soluble in a fatty medium, but insoluble in water.
  
IATA
Regulations for the Air Transport of Dangerous Goods.
  
IMDG
International Maritime Dangerous Goods Code, applicable regulations from Chapter VII, Part A of the International Convention for the Safety of Life at Sea (SOLAS Convention) of 1974, published by the International Maritime Organisation in London.
  
INDEX
European number assigned to designate chemical substances that have been classified as dangerous in Appendix I of Directive 67/548/CE and its adaptations.
  
Flammability

Extremely Flammable: Liquid substances and preparations for which the flash point is extremely low, and for which the boiling point is low, as well as gaseous substances and preparations that, at room temperature and pressure, are flammable in air.

Easily Flammable:
Substances and preparations that can heat to the point of catching fire in air at room temperature, without adding energy
or
Substances and preparations in a solid state that can catch fire easily by a brief action with a source of flame, and that continue to burn or to be consumed after the removal of the source of flame.
or
Substances and preparations in a liquid state, for which the flash point is very low
or
Substances and preparations that, when in contact with water or moist air, produce extremely flammable gas in dangerous quantities.

Flammable: Liquid substances and preparations, for which the flash point is low.

  
Inorganic

Any compound other than carbon compounds, such as metals and all other elements on the periodic table.

  
Irritant
Non-corrosive substances and preparations that, through immediate, prolonged or repeated contact with the skin or mucous membranes, may cause an inflammatory reaction.
  
Mutagen
Substances and preparations that, through inhalation, ingestion or skin penetration, may produce hereditary genetic defects or increase their likelihood.
  
NFPA

(National Fire Protection Association)
American organisation, the primary mission of which is to develop standards to prevent fire.

  
Harmful
Substances and preparations that, through inhalation, ingestion or skin penetration, can cause death or be damaging to one’s health in an acute or chronic manner.
  
Organic
Any compound containing at least the element carbon and one or more of the following elements: Hydrogen, oxygen, sulphur, phosphorus, silicon, nitrogen or a halogen, except for carbon oxides and inorganic carbonates and bicarbonates.
  
UN (Number)
Four-digit identification number for the transport of dangerous goods (see ADR).
  
PBT (Substance)

Substance that meets the following three criteria: Persistence, Bioaccumulation and Toxicity.

  
Persistence

A substance meets the persistence criteria (P-):
– When its half-life in sea water is greater than 60 days, or
– When its half-life in fresh or estuary water is greater than 40 days,
– When its half-life in marine sediment is greater than 180 days, or
– When its half-life in fresh or estuary water sediment is greater than 120 days, or
– When its half-life in the ground is greater than 120 days.

Environmental persistence is evaluated based on available data pertaining to half-life, collected under the appropriate conditions, which are described by the party making the declaration.

  
Persistent (Very)
A substance is considered to be very persistent (VP-):
– When its half-life in sea water, fresh water or estuary water is greater than 60 days, or
– When its half-life in sea water, fresh water or estuary water sediments is greater than 180 days, or
– When its half-life in the ground is greater than 180 days.
  
pH

Acidity (pH<7) or basicity measurement (pH>7) of a solution. A solution is referred to as “neutral” when its pH is equal to 7.

  
Flash Point
The lowest temperature of a liquid, at which its vapours form a flammable mixture with air.
  
Polymer
A substance consisting of molecules that are characterised by a series of one or more types of monomer units, containing a simple weighted majority of molecules that contain at least three monomer units with a covalent bond to at least one other monomer unit or another reactive substance, consisting of less than a simple weighted majority of molecules of the same molecular weight. These molecules must form a range of molecular weight in which the differences in molecular weight are essentially attributable to the difference in the number of monomer units. In this definition, the term “monomer unit” refers to the reacted form of a monomer in a polymer.
  
Preparations
Mixtures or solutions consisting of two or more substances.
  
REACH
Registration, Evaluation and Authorization of CHemical substances
  
Sensitising

Substances and preparations that, through inhalation or skin penetration, may result in a hypersensitivity reaction, such that a second exposure to the substance or preparation will cause characteristic harmful effects.

  
SGH
The French acronym for the General Harmonised System (GHS).
  
Solvent

A solvent is a liquid that has the property of dissolving and diluting other substances without chemically modifying them and without being chemically modified itself. Water is the most common solvent.

  
Substance
Chemical elements and their compounds in their natural state or as obtained by any production process, including any additives necessary to maintain the stability of the product and any impurity derived from the process, except for any solvent that can be separated without affecting the stability of the substance or modifying its makeup.
  
Toxicity

A substances that meets the toxicity criteria (T-) (For a PBT substance):
– When the long-term no observed effects of concentration (NOEC) for marine or fresh water organisms is less than 0.01 mg/l, or
– When the substance is classified as carcinogenic (category 1 or 2), mutagenic (category 1 or 2), or toxic for reproduction (category 1, 2 or 3), or
– When there is other proof of chronic toxicity, identified by the classifications T, R48 or XN, R48 in accordance with Directive 67/548/CEE.


Toxic: Substances and preparations that, through inhalation, ingestion or skin penetration, in small quantities, cause death or are harmful to one’s health in an acute or chronic manner.

Very Toxic: Substances and preparations that, through inhalation, ingestion or skin penetration in very small quantities, cause death or are harmful to one’s health in an acute or chronic manner.

  
Toxic for Reproduction
Substances and preparations that, through inhalation, ingestion or skin penetration, can cause or increase the likelihood of non-hereditary harmful effects in one’s progeny or damage the male or female reproductive functions or abilities.
  
EL
Short-term exposure limits, or EL, maximum values measured over a period of at most 15 minutes, depending on the nature of the risk, for working conditions and technical measuring abilities. Compliance with these values avoids the risk of immediate or short-term toxic effects.
  
AEL
Average Exposure Limit, or AEL measured or estimated over an 8-hour period of time at a workstation. Intended to protect workers from long-term effects, the AEL can be exceeded over short periods of time, provided that the EL, if any, is not exceeded.
  
vPvB (Substance)
Substance that meets the following criteria: Very Persistent and Very Bioaccumulable
